Configuration File editing

In the article below it states that I could be experiencing issues with my php script because I need to change my configuration file. I am a new at creating a website and database and I would like to know what configuration file the article is speaking about?

Hello jng2013,

Many Content management Systems (CMS) such as Wordpress, Joomla, Concrete5, and Drupal include a configuration file.

This file is where the Database connection information is stored, and options such as the site URL, among many other things can also be set.

Here is a link to a guide that lists where the configuration files are for the major CMS'.
