Install WordPress while domain is redirected

Hi, All.

I have an existing WP site: http://citizenssocial.wordpress.com

I have the domain citizensocial.com with you guys that I am trying to use for that WP site.

Question:
Should I be trying to do this through WP directly since it is an existing site or through my control panel?

Here is what I tried on the cPanel:
--I used "install WP" here thinking that would be a simple wizard to achieve this, but that does not look correct (or perhaps I'm being impatient!?)

You'll note I have a redirect on right now to my tumbler blog while I figure this out which you are free to remove to troubleshoot if you'd like.

Problem:
When you take the redirect off, you'll see it points to a generic, unedited starter WP template which spooked me for a moment with the thought that I killed my existing WP site or something.

I'm a newbie here and looking for a suggestion.
