Moving Moodle from one pc to another "Error reading from database"

I installed moodle on new pc and copy moodledata folder from previous pc and paste it on inside xamp folder(and moodle installed inside htdocs). And in config.php file I change path of moodledata where it is locate.
second thing is I remove new installed moodle database and create new one and import previous database in newly created database nemed "moodle". after everything done I run localhost/moodle this error was occur "Error reading from database"

Hello ,

Thank you for contacting us about an issue moving Moodle (running on xampp) to a new computer. I recommend ensuring the database user you are connecting with, has access to the database.

Unfortunately, we only have a guide on how to accomplish this within cPanel, since this is what our servers use. Here is a link to our guide on How to create and attach a database user in cPanel.

I did find some examples of how to accomplish this with xampp via google search, such as these: Adding a New User to a MySql database in XAMPP, Using PHPMyAdmin to create users.
