Using mail() to send email and get around an ISP blocking port 25

Hi,

I'm trying to send an email through my email on webhostinghub but my ISP blocks port 25 connections.

So what i need to know is why is my email not sending when i have done the below:

Sending email using mail($to,$subject,$message,$headers);
Changed my php.ini file to
smtp_port = 465;
SMTP = secure49.webhostinghub.com;

What else do i need to do to get this email to send?
