Newbie needs help setting up message board

I know how to make html files and use file manager pretty good. When i see the folders of the other items like php message board, i have no idea how to get to it or configure it. What do i do? Pretend you are talking to a 5 year old. From file manager, what steps do i take? Sorry if this is general, but i've been clicking everything, and i just don't get it.
