Cannot change php version from cpanel

I am trying to change PHP from 5.2 to 5.4. Cpanel says "You are unable to use this feature because of a possible permission issue, please ensure /home/vrcats5/.htaccess is writable".

I tried to chmod .htaccess, but still get the same error, please help.

Hello,

Sorry for the problems with permissions on your account. It appeared that many permissions had been changed, so I ran a script to reset all of the permissions so that they should be correct. When I checked the PHP configuration tool, I noticed that it was working correctly. Please check it now. If you have any further issues, please let us know.
