Moodle max upload error

I cannot get moodle to allow me to upload anything for courses. I get an exceeds max upload error. I have adjusted phpini to 999MB, as well as all the max limits in moodle itself. I tried creating a new phpini file in all important areas (moodledata folder, etc.) with no success. This is what I am seeing: line 119 of /repository/upload/lib.php: moodle_exception thrown
* line 63 of /repository/upload/lib.php: call to repository_upload->process_upload()
* line 307 of /repository/repository_ajax.php: call to repository_upload->upload()

Hello,

Sorry to hear you are having issues with adjusting your max uploads in Moodle. Be sure that you have set your php.ini file to be recursive. This will make the settings in php.ini carry throughout the rest of your folders.
