Problems with language display

Having issues with languages displaying improperly IE:

Mélanges d'épices
Stored in MySQL as 'Mélanges d\'épices' - which is correct.....

But is being displayed as:
M?langes d'?pices

MySQL is setup as InnoDB utf8_unicode_ci and is ALSO installed as LOCALHOST in a WAMP format using:
Apache 2.2.13
MySQL 5.1.37
PHP 5.2.10
SQLite 2.8.17

And display 100% correctly - using the same database extract.

Is there an issue or setting that needs to be corrected/changed?

PS When I try to correct it in the admin side - it then displays correctly but is stored as: 'Mélanges d\'épices'

Sorry for the problems with IE improperly displaying the language. It is possible that you need to make changes to the Internet Explorer settings. I understand you're doing this with WAMP, but unfortunately, we can troubleshoot the issue only with our hosted server settings. If you publish it and you continue to have the problem, please provide a URL and we can observe the issue there.
