403 Error on Live Site - I've tried everything

We launched http://www.encinitashydro.com and getting 403 errors. I’ve talked to the support chat multiple times and they just say to clear my cache but this does not solve the issue. The support person I talked to also confirmed that our permissions were set correctly but I don't think that is the case server-wide.

I understand that the site sometimes appears to be working but it is inconsistent. Sometimes I get a full on 403 error:

Sometimes it only happens with assets:

http://cl.ly/aArE

This has happened after I completely cleared my cache and flushed my DNS cache. It happens even when the site appears to be working and I do a few hard refreshes or navigate around the site.

The domain should be fully propagated by now and is returning the expected IP address when I do a ping test.

Please do not suggest to simply clear my cache as I have done that multiple times and am still seeing the error. I've tried to contact you many different ways and can't support a broken site!

Hello,

Thank you for your question about 403 errors. Since your site's WHOIS shows an updated date (with GoDaddy) of 11-mar-2015, it may very well be propagation related.

If you made any Host File Modifications related to this domain, you will have to remove them.

Next, review your .htaccess file, and check your file permissions in cPanel, since you do not think they are set correctly. These are included in our guide on the 403 forbidden error.

Since your site is running WordPress, you can enable debugging, which may provide a more detailed error.
