Hello CDSherlock, Thank you for contacting us about your difficulty connecting to your Dashboard. It sounds like you have sufficiently isolated the error to the database not connecting. The user/password connection could be the issue. You could test that by resetting the password and updating it in wp-config.php. The SQL Service is currently up and running now on the server. However, if the service was down temporarily you may have experienced a temporary disruption, but it would have been over the whole site-- not just limited to the Dashboard.
