Jetpack install - error 404

Hi, I'm having trouble installing Jetpack to my Wordpress account. I'm getting the following error. I have tried disabling all plugins and I have tried a fresh install of Wordpress in a new directory and I still get the same message. Can anyone offer any suggestions?

Your website needs to be publicly accessible to use Jetpack: site inaccessible
Error Details: The Jetpack server was unable to communicate with your site [HTTP 406]. Ask your web host if they allow connections from WordPress.com.

Hello,

Jetpack should work on our servers under a basic installation of wordpress. A 406 error is a mod security permissions error. Please contact our technical support team so they may watch the logs to investigate further.
