Wordpress not allowing me access to Themes or Plugins from dashboard

Tried upgrading client's WordPress from 3.5 to 4.1.1 and from the dashboard can't gain access to Themes or Plug Ins. It gives me an error message: Not Found
Apologies, but the page you requested could not be found. Perhaps searching will help.I did a fresh WordPress install from cpanel on test folder and getting same error. If I go back to 3.5 or 3.6 everything a ok. I incremented the upgrades and by 3.7 getting same error.

Hello,

Thank you for your question on WordPress upgrades. Have you checked the php version for the account? Also, have you tried toggling the permalinks in the admin area?

PHP version is 5.4.38.

And went thru permalink and changed it. Same error. The odd thing is everything else works, posts, pages, widgets, it's only effect Themes and Plug-Ins.

Hello rkbentley,

Although I cannot reveal account specific information here, you will want to follow the link in my last response and set the php version to 5.4. The cPanel will display what the default for the server is, but not necessarily what your account is set for. Set it to 5.4 and then try again.
